In the 1800s, a "dandy" was a man who took particular pride in his appearance & dress.  This often included an aristocratic looking frill jabot "neck ruffle", with matching frill cuffs attached to their crisp, white shirts.  

In the 1960s, the inimitable Austin Powers brought the trend back to life!  And we all know how fastidious he was with his personal grooming... (especially his teeth...)
